Global deploy didn't work

I added the solution to my site as instructed, and the solution is in the "Solution management" page in central administration, but after I deploy the solution, there is no link to view logs in the "Logging and Reporting" group on the operations tab.  What can I do?

Change the RequireSiteAdministrator element to FALSE in the elements.xml file in 12-hive\templates\features\starznetlogviewer folder.  Then reset IIS.  The link will show up on the CA Operations page.
